How can I make a forum banner like that without having to copy another forum's with the name clearly on it?

I have no idea why you would want to know; weren't you banned or something? :/
In any case, you get a background color or scenery, get something you want like an anime character or two to put in, put in some effects (like swirls or glass or something I don't know) and put your forum name inside.
